Planning is an essential function for Housing and Community Development. Developing programs and identifying projects that effectively meet the housing and community development needs of Omaha, then managing them, is challenging. To meet that challenge, the Housing and Community Development department works in partnership with residents, non-profit agencies and community organizations that have a stake in revitalizing Omaha’s economically and physically distressed neighborhoods. Fundamental to Omaha’s planning effort is the development of the Consolidated Plan. The Consolidated Plan is a detailed document which includes two basic elements, 1) Five Year Strategy, and 2) Annual Action Plan. Each is a requirement for receiving Federal Housing and Community Development funds such as: Community Development Block Grant (CDBG) funds, HOME Investment Partnerships (HOME) Program funds, and Emergency Shelter Grant (ESG) Program funds. The Consolidated Plan is executed in yearly cycles. Actions and deadlines are set, but because opportunities, crises, and other general changes can occur at any time, additional projects, programs and actions may be considered throughout the year. The Fiscal Year 2011 Action Plan Development Schedule is now available. This document shows the expected timeframe for the development of the 2011 Action Plan.
