The
Planning Department is responsible for preparing and
maintaining the City's Comprehensive Plan, preparing
the capital
improvement program, administering and enforcing zoning and subdivision regulations,
enforcing building codes, and carrying out ordinances for permits and
inspection. The department is also responsible
for implementing community development and economic
development programs, enforcing the minimum dwelling
standards ordinance, condemning and removing hazardous
buildings, and filling the role of the City's
redevelopment authority.

The
Planning Department administers a number of boards.
These boards, whose members are appointed by the Mayor
and ratified by the City Council, have specific
responsibilities outlined by the City Charter or City
Ordinances. Board agendas are available via the

Planning
Board
The
Planning Board is a seven-member board whose members normally
meet on the first Wednesday of each month at 1:30 pm in the
Civic Center Legislative Chambers to consider land
subdivision and zoning proposals; street vacations and
dedications; disposal of surplus property; and to review
proposed changes to the elements of the City's master
plan. The Board holds public hearings to receive
information from the applicant and other interested
parties. They make recommendations through the Mayor's
office to the City Council for it's consideration and
legislative action. The Planning Department provides
standardized procedure and application forms to assist the
public in preparing presentations to the Planning Board.
Zoning
Board of Appeals
The Zoning Board of
Appeals is a quasi-judicial board made up of five members and
two alternates. This Board holds a public hearing on the third
Thursday of each month at 1:00 p.m. in the Civic Center's
7th
Floor Conference Room, Room 702, to consider applications for
appeals to the use, site development, landscaping, parking and
signage regulations in the zoning ordinance, or any
interpretation of the regulations by the Planning Department
staff. Any challenge to a decision by this Board must be
appealed to the District Court.
Landmarks
Heritage Preservation Commission
The Landmarks Heritage Preservation
Commission is a nine-member board that was established by
ordinance in 1977 to review and recommend to the City Council
on all matters pertaining to the designation of structures or
districts of local historical significance. The
Commission meets on the second Wednesday of each month in the
Civic Center's seventh floor conference room.
Urban Design Review Board
The Urban Design Review Board is a seven-member board who
provide recommendations to the Planning Director on issues
related to urban design site plan reviews. The board meets
upon request of the Planning Director and/or applicant to
review and clarify urban design site plan review findings.
This board meets generally on the third Thursday of each
month.
Administrative
Board of Appeals
The Administrative Board of Appeals is
a five-member board which includes one City Council
member. The board handles all appeals concerning
conflicts regarding the granting, issuance, denial, revocation
or cancellation of any permit or license by
any official or department. This board meets the
fourth Monday of each month.
Building
Board of Review
The
Building Board of Review is a seven-member board that has the
authority to approve waivers of the city's building codes,
review decisions of the Superintendent of Permits and
Inspections, and hear appeals related to the enforcement of
the International Property Maintenance Code. This board
also makes recommendations relative to the adoption of
construction codes and other provisions relative to the
administration of the permits and inspections functions of the
city. This board meets the second Monday of each month.
Plumbing
Board
The
Plumbing Board is an seven-member board that is empowered to
adopt rules and regulations pertaining to the construction and
inspection of plumbing and sewer systems.
This board also conducts examinations for master and
journeyman plumbers.
The Plumbing Board meets regularly on the second and
fourth Wednesday of each month.
Electrical
Examining Board
The Electrical Examining Board is a five-member
board whose principal duty is to administer the
examinations for certificates of competency for master and
journeyman electricians. The board deals with the
issuance, renewal, suspension, revocation, or reinstatement of
certificates of competency. It may also review laws and
ordinances pertaining to electrical construction and
inspection, and provide recommendations in an advisory
capacity. This board normally meets the third Friday of
each month.
