Comprehensive Energy Management Plan (CEMP)

The City of Omaha has contracted with a professional energy management firm to perform a series of tasks leading to the establishment of a Comprehensive Energy Management Plan (CEMP). Although called a "plan", the CEMP will actually provide the City detailed analysis and tools for implementing a broad vision for a sustainable Omaha, created through a robust public involvement process, called "Environment Omaha". The CEMP will include the following four phases:

  • ~ Phase I: Professional Review and Comment of Environment Omaha documents created to date; Development of an City Energy Profile, documenting past and existing energy conservation and renewable energy development efforts, with a focus on three primary sectors - transportation, buildings, and utilities. 

  • ~ Phase II: Development of an Implementation Framework. The Implementation Framework will provide a structure for program development and guide specific policy directives. A key component of the implementation framework will be a set of performance measures, detailing metric methodologies, targets, audience focus, and limitations.

    These performance measures will be used for internal management of energy efforts and public reporting on progress toward community-wide goals. Focus groups will be formed to gain public input to the process of metric development. 

  • ~ Phase III: A detailed technical review of City Building Codes and Zoning Codes that will provide energy-related revisions/recommendations resulting from the adoption of the Environment Element into the city's Master Plan. 

  • ~ Phase IV: The capstone to project, the Comprehensive Energy Management Plan will tie all the phases into a complete package and deliver a community-wide presentation to the general public. Comments will be taken by the City staff and considered in the ultimate implementation of the CEMP.

Status: In progress

The original project was completed in August 2011, under budget.  The City has contracted an additional scope of work to be completed by the consultant by the end of March 2012.
