COMBINED SEWER OVERFLOW (CSO)
In an effort to clean up the nation’s waterways and environment, the federal government has imposed upon all cities an unfunded requirement to stop “overflowing” untreated sewage discharges into rivers.  This occurs on sewage systems that carry both natural water and sewage waste in the combined sewer system.  Omaha, like many other cities, treats commercial, industrial and household waste at a treatment plant.  Omaha, like the others, bypasses the process on occasion, when rain/snow events cause water surges in the process that overwhelms the treatment plants.  The federal permit for these bypasses will expire in 2009 for combined sewers, and all water must be tested/treated before discharge into the nation’s waterways.

State and Federal regulators are expected to complete a construction schedule by October 2009, with construction completion by 2024.  Storm and wastewater control options discussed so far are sewer separation, storage & treatment, and high-rate treatment.  One solution, or a combination of solutions, will be selected for each basin.

If you or your organization would like someone to speak at a meeting with more details about the CSO Program, please call the Hotline 341-0235 or email omahacso@lovgren.com.
