Councilmember Mulligan was elected to replace Councilmember Sigerson on April 13, 2010 for representative of District #7 on the Omaha City Council.Â He was elected as the current City Council PresidentÂ in June, 2011.Â Tom attended North Platte Junior College in North Platte, Nebraska and Creighton University majoring in History.Â Tom and his wife, Mary Ann, have two children, Michael and Maureen and have lived in Omaha since 1950.Â Tom is a native
Councilmember Mulligan is an Operations Executive at Union Pacific with more than 38 years of experience.Â He has experience in management, transportation, dispatching, budgeting and operations administration at the division, district and corporate level.Â Many of his responsibilities include rules compliance, contract negotiations, budget control, expense control, strategic planning and has been the corporate liaison for freight and passenger rail operations.Â Tom has an excellent record for identifying opportunities for improving operations, cost control and raising customer satisfaction.Â
Of particular note, Mr. Mulligan is a member on the Railroad Safety Advisory Committee for the Federal Railroad Administration and was formally assigned by Governor Mike Johanns to serve on the Nebraska Transit and Rail Advisory Council from 2004 to 2006.Â This committee completed the current rail Corridor Transit Study that is used by the Nebraska State Legislature for commuter rail solutions in Eastern Nebraska.*Â Â He is a current member on the Board of Directors of the Omaha YMCA â€“ Bulter Gast branch and served from 1994 to 1999 as a Trustee on SID Board #236 (Candlewood).Â He was elected three times and handled the SIDâ€™s street/storm sewer renovation project, bond re-financing and helped facilitate the annexation process with the City of Omaha.
Outside of his professional and political career, Tom enjoys calligraphy, reading and watching college basketball.Â You may be able to catch Councilmember Mulligan at the pool as he tries to swim 4 to 5 miles per week.Â Other than enjoying a good spirited conversation, Tom is an â€śAbraham Lincolnâ€ť admirer - â€świth malice toward none; with charity for all.â€ťÂ
* Tom has also served on the National Academiesâ€™ Transportation Research Board in developing a guidebook/best practices for shared-use passenger and freight corridors released in June 2010.
